After the animal shelter's budget was cut along with that of other city departments, city officials were determined not to let it happen again. The animal shelter's most telling statistic is the live release rate. It includes animals that were lost but returned to their original owners and those adopted into new homes or transferred to rescue groups. The City needed her to clean up the shelter’s business processes before turning over the operating contract to a local nonprofit group.
Knepp wanted to help the animals, but also worried about the 31 staff who would lose their jobs as a result of the new contract. Knepp asked the City of Sacramento to postpone the outsourcing and give her time to turn things around.
