The Project is a proposed express transportation service that will extend from downtown Chicago to O’Hare International Airport (“ORD”). The O’Hare Express (“OE”) may run along freight rail corridors or an alternate surface or subsurface corridor selected by Respondents. Depending on the route, it may be possible to make a direct connection to other public transportation systems. The City’s decision to proceed with this Project is not dependent on whether it proceeds with any other ORD infrastructure projects or initiatives, and vice versa. This Project provides independent utility from, and is not a part of, any ongoing or future initiatives relating to ORD terminal configuration changes. For any portion of the Project built on ORD property, the City will comply with all applicable laws, regulations, and existing grant agreements.
