NOTICE INVITING BIDS SUMMARY Bid No. 15-1016

PROJECT DESCRIPTION: Quail Hill Community Center at Quail Hill Community Park - Phase 2, CIP 366000. The work to be performed shall include, but not be limited to: Construction of a new 11,946 GSF Community Center, site improvements including playground area and other items not mentioned here, but are required by the plans and the Special Provisions. The Engineer's construction cost estimate for the project is $8,700,000 (rounded to the nearest ten thousand). MINIMUM QUALIFICATIONS: All General Contractor Bidders must have been pre-qualified for the Project according to the letter dated December 5 from City of Irvine received by each Pre-qualified Bidder. CONTRACTORS STATE LICENSE REQUIREMENTS: Class B. PROJECT LOCATION AND SCHEDULE: 35 Shady Canyon Road, Irvine, California. 290 working days to complete. TIME AND PLACE FOR RECEIVING AND OPENING SEALED BIDS: Sealed bids will be received until April, 16, 2015 at 10:00:00 a.m., at which time bids will be publicly opened and read aloud at the Irvine Civic Center located at 1 Civic Center Plaza, Irvine, California 92606-5208. Hand or courier delivered bid packages shall be given to the RECEPTIONIST for the Purchasing Agent at the reception desk located on the first floor of the Civic Center. Mailed bids shall be sent to City of Irvine, c/o Purchasing Agent, PO Box 19575, Irvine, CA 92623-9575. LATE BIDS WILL NOT BE ACCEPTED. MANDATORY PRE-BID MEETING: There will be a mandatory pre-bid meeting on Monday, March 23, 2015, at 10:00 a.m. at 35 Shady Canyon Road, Irvine, CA 92603. The new 19,000 square-foot Quail Hill Community Center in Irvine, Calif. is one of the largest community centers in the area, and serves to bring the region together through education and exploration. Envisioned as a gateway to nature, the goal was to create connected indoor and outdoor spaces that offer various activities, programs and classesâ€”all connected to nature. Many of the lessons offered focus on educating visitors about the local flora and fauna, and connecting users to the local trail system that extends through the Quail Hill Loop Trail leading to the coast.

Given the educational goals, it was essential to incorporate a sustainable approach to the site and building design. The design team incorporated several strategies to reduce energy and water use including: solar panel arrays, high-efficiency LED lighting, low water use fixtures, and native landscaping. These strategies resulted in a LEED Gold certification through the U.S. Green Building Council. Inside the building, we created four key program zones: an exercise room for wellness activities such as dance and yoga classes; classrooms for early childhood education and other special interest classes; a space for fine arts camps and adult art classes; and a rentable conference center for large training events, weddings, and other group activities. Outdoor spaces include interpretive gardens, interactive components for educational opportunities, and a playground for adventure play. The new community center facilitates learning, play and explorationâ€”ultimately contributing to the education and well-being of the more than 248,000 residents it serves.
