The United States intends to commence negotiations with Canada and Mexico regarding modernization of the North American Free Trade Agreement. In addition, and consistent with the negotiating objectives in the Trade Priorities and Accountblity Act, our aim is that NAFTA be modernized to include new provisions to address intellectual property rights, regulatory practices, state-owned enterprises, services, customs procedures, sanitary and phytosanitary measures, labor, environment, and small and medium enterprises.

We should build on what has worked in NAFTA, but change and improve what has not.  If renegotiations result in a fairer deal for American workers, there is value in making the transition to a modernized NAFTA as seamless as possible. I hope the negotiations and the final agreement will reflect the same existing structure as the current agreement.

Late last night, our deadline, we reached a wonderful new Trade Deal with Canada, to be added into the deal already reached with Mexico. The new name will be The United States Mexico Canada Agreement, or USMCA. It is a great deal for all three countries, solves the many problems, deficiencies and mistakes in NAFTA, greatly opens markets to our Farmers and Manufacturers, reduces Trade Barriers to the U.S. and will bring all three Great Nations together in competition with the rest of the world. The USMCA is a historic transaction!
